Ray is a graduate of the University of Pennsylvania Wharton School of Finance and Commerce.

Ray's experience includes planning, review, and execution of annual and special audits of Municipalities, Counties, Municipal Utilities Authorities, New Jersey Boards of Education, County Colleges, Libraries, and various federal and state grants.

Ray's financial consulting projects include internal control reviews, bond and note offerings, assistance in preparing financial statements and budgets, accounting system design, feasibility studies, and operational reviews.

Ray is a member of the Morris County League of Municipalities and has served on the Legislative Committee. He is a former member of the Government Accounting and Auditing Committee of the New Jersey Society of Certified Public Accountants. He is also a member of the Government Finance Officers Association, a member of the New Jersey Conference of Mayors, and has served on the Sussex 2000 Committee. He is a member of the Morris County 200 Club.

Active in his community, Ray has been a member of the Rockaway Rotary Club for 25 years and has served as the Treasurer, short-term Youth Exchange Treasurer, and District Auditor for Rotary District 7470. He served on the St. Cecilia’s School Board as Chairman of the Board, Treasurer of the St. Cecilia’s Endowment Fund, and a member of the Finance Committee. He is a past President and past Chairman of the Finance Committee for St. Peter’s Village Orphanage. He currently serves as Treasurer for Screen for Life of Morris County and is a Co-Adjunct Professor at Rutgers University.

Ray initiated and served as Director of both the Rockaway 5K Summer Blast and the Rockaway Rotary fishing contest for the past 21 years.

Ray has his roots in the Morris County area. Born and raised in Dover, he participated in many sports activities for Dover High School. He has coached youth and high school sports on a volunteer basis in the Rockaway area where he lives with his wife and three children. He is also known for his outdoor adventures, which have included trips to Alaska, Montana, Colorado, and Canada. He is the founding member of the Rockaway Adventurers Club and Secretary of the North Jersey Outdoorsman Association.
